In the midst of an unlawful search, Commissioner Wally Wilson and Chief Inspector Robin De Rover intercept a cargo of cocaine linked to Peno kingpin Patrick Paternoster. Wilson proposes a bargain to Paternoster. Meanwhile, while Wilson indulges in a lavish party surrounded by high-priced escorts, Robin receives information regarding a significant drug transaction taking place at the harbor.
